database structure question

I want to end up with and app that for program staff detects the user's program at login and displays only info related to their program.
Right now, I have it set up like the bottom diagram in the image below, but I'm now leaning toward the top structure being the best way to do it.
Which is the better way to structure the db in the context of how Xataface works?
