I don't really have any steps to follow. Really you just need to install phpBB. Then start fiddling around with the look and feel to make it match WebAuction.

If you want to do a common login that is a bit trickier since PHPBB and webauction keep their own separate session files and accounts. There are a number of solutions you can try it can be a little involved to get it to work smoothly.
