Further to Delegate Class

I seem to have missed something with Delegate Class. Here is a quote from a tutorial.
"Note also that this block will only be filled in the 'departments' table because we defined the method in the 'departments' table delegate class. If we had defined it in the application's delegate class, then it would appear on every page of the application."
I know what a delegate class is when referring to a table and I know where to find it and a bit about adding functions to them.
But where does the APPLICATION's delegate class live and what is it called?
