I have encountered a few bugs in the tracker that have been reported by someone else and closed, yet I would like to comment on or possibly reopen them for further consideration. The current configuration of the reporter access level does not allow any modification on closed bugs.

What is the proper protocol in this case? Should I open up a new bug and reference the original one, or should I just comment about it in the forum? Alternatively, could the reporter access level be granted the reopen and/or add notes actions?
